In order to complete this task, the following two basic criteria must be met:
1. Organically connect the Boulevard with the city, enabling a free, collision-free and attractive communication between the Old Town, the train station and recreational areas located on the eastern side.
2. Ensure a unique development of the riverbank, which is a magnet for residents and tourists.
PRIMARY PROJECT ASSUMPTIONS
1.Shaping the space of the Philadelphia Boulevard in such a way that it forms a representative front of Toruń, including the existing urban, spatial and historical values, which include emphasising the outline of the city, existing axial plans and the required viewpoint.
2. Creating new and reinforcing existing relations of the Boulevard with both riverbanks in scenic communication
and functional terms.
3. Activating the space of the Boulevard through an implementation of an attractive, permanent and seasonal, cultural, educational, service and recreational program, which meets the needs of all groups of users - residents,
as well as tourists, also available for the disabled.
4. Creating zones of contact of the residents and visitors with the river, as well as rebuilding levees that provide
an opportunity to activate private and public navigation.
5. Integration of private and public transportation, especially cycling and inland navigation.
6. Providing for current environmental and hydrological conditioning (water level fluctuations).
